Transmission System Operators (TSO's) that founded SCC are: AD Elektromreža Srbije​ - EMS (TSO of Serbia), Crnogorski Elektroprenosni Sistem AD - CGES (TSO of Montenegro) and Nezavisni Operator Sistema u BiH - NOS BiH (TSO of Bosnia and Herzegovina).
